A lot of performance evaluations don't make sense. That's why a longer written out evaluation is often a better idea spelling out an employee's strengths and weaknesses to allow improvement instead of rating them using an arbitrary and sometimes meaningless set of terms. The written out evaluation is also a better opportunity for a manager to spell out expectations and address specific and individual needs.
