I zoomed in on some of the balloons, but can't quite make sense out of it out of context (and because I'm don't have a degree in business law), but IF all this will help keep the economy from "cratering" like it did in Sept.'08, I guess it's OK by me!? (Or, maybe this Gubmen double-speak is intentional obfuscation?)
