Wow. This, of course, will be a big problem as more and more especially small businesses move in the direction of subcontracting and outsourcing. It's also another example of the friction between government regulation and the fluid economy. My suspicion is that a growing number of former employees will NEVER re-enter the workforce in the traditional sense choosing out of desire or necessity to pursue a subcontracting or entrepreneurial path instead.
