Ivan: A solution could be to have different sections in the coffee place, divided with a Wi-Fi working area and "mobile free"place for coffee drinkers! ;)

Ivan: It is up to the coffee place owner to decide the rules. Personally, I think you could have synergy effects from allowing the usage of mobile devices and drinking beverages at the same time! ;)

Indeed, there are 2 kinds of coffee shop: A hangout place and a hangout-slash-meeting-slash-workplace.

I'm interested in a testimonial of a coffee shop owner, saying that banning device and Internet is actually enhancing customers' meeting productivity.

Yes we have. Not many local companies offer that, but Regus and some other International companies do have a presence here :)
