I definitely agree there are times a localized Web presence is necessary. I guess the big question is how to decide whether there is a specific culture/region/country you should be targeting. For niche websites, for example, if people interested in a topic can be found all over the world, is it really a good idea to localize content and design? Are there times when it's better to focus on a globalized or international feel?
