It would if you build an on-premise, custom CRM system :)

I'm not sure how to custom-add social media aspect to a CRM system. There are, however, tools like Comindware that integrate social media into the platform; it's more project management/collaboration than a CRM, though...

I don't have much experience in this, but I think that depends on the platform you choose and features you need.

Salesforce service starts at $25/user/month, for instance. SproutSocial starts at $59/user/month. Add both for a less than $100/user/month CRM+social media.
