I have studied consumer psychology in order to maximize sales. Imagine yourself in this situation: You are in a store and you see a table that is marked SALE. You want to save a buck as much as anyone so you head in that direction. As you approach it, you start evaluating the items to see if any will fit a need that you have or appeal to you. You are evaluating each item based on its characteristics and your need.

While I agree with your approach I must say that consumers still value sale and coupon as much as before. The psychology of not having to pay full price and "saving" money plays a big role in purchasing decision. J. C. Penney tried fixed price approach and it led to a disaster. They are still trying to recover from it after more than a year.

I like your saying: "hodge-podge of merchandise". I got that experience at the Dollar Store in the "middle of nowhere" in Sweden. They had mix and match products for SEK 10 (roughly $1 USD). The store was fresh, clean and had helpful service.
