Also, Google's webspam team has the power to devalue anything they see fit, they look for patterns and diminish the effects of those patterns with add on algorithms, just like penguin and panda... Before penguin there was a widespread notion that bad links can never harm a website. Many SEO's lashed out at people who advised others to be weary of bad links pointing to their websites. The reason was, if bad links hurt, negative SEO can be easily done. In any case we all saw what happened with the release of penguin.
