Hi Rieva.

I don't see how Cleveland squeaked in at #51. The population has been falling for decades - 50 years ago it topped 900k (never a million, 1 of the criteria). In the last census it fell below 400k. People are leaving in droves - even then the job situation is bleak. Police & fire still have the same geography to cover, just no resources to be able to manage it - the tax base is too small. Maybe #5100?
