This business model HAS been tried before, or some variation of it, with no success. The problem? News is a service not a product. It is easy to see the value of a newspaper hand delivered to your door or purchased to read on the go at your local newsstand. The choice is really which service you go with. It is much more difficult to sell the idea that while on the Internet information is free everywhere else, I want you to pay for mine. This is especially the case if my information is not exclusive.
