Is the conclusion that small business owners' should get a secure (?) http URL? How would you go along this process? Does it take a long time and cost a huge amount of money?

These results say nothing about whether HTTPS was favored by the update or not. So I wouldn't draw this conclusion by no means, as we have no clear indication of how strong is HTTPS as a signal for Google in determining rankings. I'd recommend that you just keep track of your niche and your keywords' volatility in SERPs, and consider the switch only if needed.
