You are 100% correct to start off with a budget for paid advertising. You need to have subscribers right off the bat. If you do not have a list to send to, you are wasting your resources with creating content to send out. Also, you will neglect the few that you do have if you decide to wait until your list is full before you start an email campaign. you have to start off with paid methods and then the quality leads will sort themselves out down the road.
