IT directors' jobs only involve in how to fix, install, create, set-up, program(software), and plan for the best result of the system. Ofcourse those IT people are expert only in technology unless they study marketing.

But the decision or control in web marketing, which require strategy in defining what should be the content of the webpage,design or propaganda statement, should be done by a marketing expert. That's where they are specialized.
