While site speed is important for SEO. I think it's even more important for user experience and increasing conversions. It's the most annoying thing to visit a website and wait 20 seconds for it to load. Increasing site speed will definitely lower your bounce rates on your site if your content is good and is what your visitor wants. I've tested this on my PLR store and making my site faster helped me get more sales.

Yes, these are the factors but the content is the king in 2019. It depends how much time user spend, bounce rate and is that article contains the information for what the user looking for.
