I would also add a core SEO strategy to that list. While basic SEO is important for every page on a website, it's critical for a homepage, which will usually see the most traffic and linking. It doesn't take a rocket scientist to ensure a basic keyword strategy, search-friendly URL, sufficiently written SEO meta data and matching H1/H2 tags.

These are all things that, when aligned, will help build organic search traffic to a website/homepage over time.
