I have been both a employee and entrepreneur (I even have a t-shirt with the French word! ;) ). How about the concept intrapreneurship? Wikipedia: "Intrapreneurship is the act of behaving like an entrepreneur while working within a large organization."

It's probably because employees have accustomed themselves to the mindset that it's so hard to get out of that mindset. Jumping from employee to entrepreneur is risky, and not many people out there are willing to take that risk.
