Great points, Sherryl, especially "Reciprocating and Engaging." I think in the rush to get followers and the theory that following others is the best way to get them to follow you, people loose sight of the fact that a community is made up of those who have something in common. Are you going to be engaging with your followers and will they be engaging with you?
