Large and small businesses alike imagine a time when drones deliver everything from merchandise to pizza. But a recent report by the National Retail Federation sees drone deliveries grounded for the foreseeable future.

What's needed is a sensible idea that doesn't involve Amazon or any other huge corporation grabbing this "drone space" for themselves. The FAA has no trouble regulating major commercial travel in U.S. air space. This should be roughly similar. Although, admittedly, the lack of any collision avoidance technology could be a challenge.
