Great post. This kind of partnership is all about leveraging resources and, while it certainly is a good idea to carefully examine more extensive agreements, there's no need to over think the simpler and more obvious collaborations like promoting each others' tweets and blog posts and appearing as guest bloggers on each others' sites. If a couple of small business owners with complimentary products and services can do these kinds of things for one another on a regular basis, all should come out ahead.

A hundred percent… And these kinds of things do happen all the time. But I often see how some small business owners are so focused on their day-to-day administration of the business that they can forget to reach out. It’s a shame, because they will only come out ahead, as you mentioned, even with the small things like cross-promotion online.
