Mention the term “government white paper” and the words “creative”, “engaging”, “effective” and “colorful” aren't typically used in the same sentence. If you have ever read a U.S. Government white paper for a research project, you've probably realized that little has changed since the medium's inception in 1922, almost 90 years ago!

I guess the Scandinavian white papers are pretty boring compared with the British. Look at the debates in England and Sweden. It is full of action in England and the opposite parties are at a "saber distance". In Sweden the politicians are sleeping and barely push the voting buttons...

I love this comparison between 2 different white papers from 2 different governments. It highlights the cultural differences... and surprised me. I really would have expected the US government white paper to be more user-friendly or user-readable. As a foreigner I sometimes see vague similarities between British and Scandinavia media... (please remember that I don't speak any Scandinavian languages, so it's just similarities with the overall impression)... but it would be interesting to look at some Scandinavia government white papers now. I wonder if they would be boring like the US one, or lively and easy to read like the UK one.
