Matt Cutts, currently, strong hints, all speculative and rumored yet still strong, are floating around the web that Google has finally rolled out its “over-optimization penalty” update or at least testing it. Currently, there is a document in SEO style that lists down a checklist of items that Google might consider to be "over SEO".
