Compared to traditional display, remarketing is more expensive (since they're more qualified) but in search the costs are fairly close. The "discount" for going after broad keywords is mitigated by the higher bid knowing they're more qualified. That's my take on it.

Yes, a consumer could feel "chased" around, but there are settings for frequency caps so that a user only sees the ad X number of times each day. Also, this has become such a common practice that I feel it's generally accepted.

Remarketing Lists for Search Audiences. Basically it means that your ads show on search, but only for people who have been to your site before. You can therefore bid on more generic keywords (that were probably not cost effective to a mass audience) knowing the person has been to your site before.
