I think you'll be hard-pressed to find writers who offer guarantees because they're not making recommendations like SEO and social media folks are. Instead, they're taking your target keywords and your instructions and creating something that you can post anywhere - whereas an SEO or social media person is telling you exactly what changes to make on your site, what keywords to target, etc. But with SEO content, you can do whatever you want with it; your writer's job is simply to give you something great.
When it comes to writers, I think that the biggest "guarantee" you can get is talking to them first or even placing a small order to start. If your gut is telling you that this is the wrong person to do business with, you should probably keep looking.

I'm wondering whether SEO writers don't guarantee metrics in the same way social media professionals do? That would seem to be the best guarantee against most of this kind of thing.
