In short, the Panda update penalises sites with duplicate, thin or otherwise low quality content – high quality is always favoured in the content world. So, in order to live in peace with Panda, all you have to do is avoid producing low quality content. Simple, right? Unfortunately, it’s not always quite that straightforward. Your content needs to have a purpose, be useful, well written, informative and thorough.

There are so many different factors that can influence ranking positions on results pages, that it is possible for low quality, or perhaps spammy, sites to still rank well. This could be because any number of other factors is causing them to rank well, despite have sub-par content. It's hard to pinpoint the exact reasons.
Ultimately, your SEO strategy is up to you - no one can force you to do it one way or another. My advice would be to remember that SEO is a long term process, and your strategy should be long term too. Quick wins rarely last for a long time, and if something is harder to do, that usually means it's better ;)
