I think the problem is that many people associate page rank with website value since it is a tangible number, while the actual up-to-date algorithm is abstract and elusive (so are the concepts of online reputation or authority level for that matter). Moreover, many people don't know enough about the other concrete ways to determine site value, such as traffic to the site and income generated.

Certainly the fact that it's a number contributes to the problem. It is something concrete for people to hang on to when it all seems a bit hard to grasp.
I suppose we've seen the same with many other measures. Alexa Rank as a measure of traffic or Keyword density in trying to do SEO. People seem to crave the certainty of a number (that they can get easily).
It's just unfortunate how much it gets in the way of them understanding where they are and why.
