Thanks for the comments. That's a good point about the on-page being finite. In fact, I think it's part of Google's problem. There is no end to the amount of anchor text and links that can be thrown at a page. I think they'll need to change that (although I see no evidence that they are going to).

In practice, I find there is usually considerable on-page work that can benefit sites and often there is an edge to be had there when competitors have thrown link work at the problem and not "maxed out" on-page. Also, I suppose it depends a lot on how good machines get at interpreting both content quality and relevance.

There is only so much one can do with standard on-page factors but I think the engines will continue to look for non-standard on-page factors. Also, with assessing the difference between

Site A - which has plenty of links and 1 page on this subject with standard on-page SEO backed up by link text

and

Site B - which has a collection of high quality documents on this and several related topic areas.

I agree on these, except for the on-page aspect. Yes, it has always been important, crucial , in fact. Yes, some SEOs forget it's importance. But in any competitive niche, there is only so much that can be done on-page. It is finite. And when the top 30-40-ranking pages have all maxxed out their on-page, there is no relative advantage left between them. That's why the battle switches to the boundless outer space of off-page factors.
