YouTube always tried to appeal to everyone and made it very very easy for everyone to create a video with just using their webcam. This was one of the reasons that many "amateur" videos started to be posted and after some of them getting viral, that's what people thought was ok so they continued posting them.

But this is going to change drastically soon ;) Since nowadays you can make money from your YouTube impressions, people will try to create better videos, with much better produced quality content in order for them to surpass their competition and that's what I think will have a dramatic impact on the quality too.
