On-Page SEO vs Off-Page SEO: Which is more important?

So many times many people have asked me this question, which of On-Page SEO and Off-Page SEO is more important? As much as I have tried to answer that question there don't seem to be a satisfactory answer to it, so I decided to research about the subject and you will be marveled at what I have learnt.

After Google EMD, Penguin and Panda updates, Off Page 70% and On page ie 30%.

You answered it exactly in your post, they are both important and it's not really SEO if you leave one of them out. I think for the non-seo, the link building aspects is the hard part. Where and how to get links is often lost on the average business owner. Add in the fact that the link building rules are always changing and you can see why people are so confused.
