Ivan: It is good to stir up a debate, now and then! ;) I wouldn't buy fake followers, but I don't mind a backscratching deal, if is involves a good intention and serious business minded individuals. You should be interested in the other party, so it will be a two-way street conversation, and a win-win situation.

By the way: I will not jump on the Tik Tok bandwagon. I am wondering who is behind this app. I think I will go for Byte ("Vine 2"), instead.

Is this article really suggesting buying fake followers as a viable tactic of growth?

Viable - that depends. But some marketers I know do it for social proof. But 'fake' is a misleading word; indeed, typically such services incorporate fake accounts. But some services use real users' account via 'backscratching'(I'll follow you if you follow me; or I'll like your post if you like my post). It may not be that ethical, but it still works - not only on Tik Tok but on any social platforms.

Kosio Angelov: That is a valid question. Personally, I would never buy fake followers.
