Yes, of course it is still a tweet, but it not an effective one. In fact, it is virtually (yes, pun intended) worthless. The first step to launching a social media marketing campaign is understanding when and how much to post.

Regarding the title - YES!
And I'll add that if a tree falls in the forest & no one (no human) hears it, it Most Definitely Does make a sound - according to the laws of physics, regardless of nearby ears.
