This could be true for people w/o disorders - brain chemical imbalances, etc. A friend wrote his legal thesis on the relationship between men with 2 or 3 y chromosomes being in prison for violent crimes at a substantially higher rate than men with the normal 1 y chromosome. They still decided to commit the act, but maybe the playing field isn't completely level in all cases.
