In practice, a lot of websites are still absolutely horrendous on a phone. Even those with responsive layouts often have something in their that breaks the viewport. To say nothing of having to write long documents on a touch screen..

Umm.. just the basics go a long way. A responsive grid that doesn't break at a phone width, large enough font to read and links you can click without having to zoom in. It's 2017 and a lot of folks are yet to catch up with that.
