Watson generates answers based on information loaded by the engineers at IBM, but doesn’t have web access, because Watson’s advantage is speed, not raw knowledge. In other words, Watson doesn’t have to know more than Rutter or Jennings. It just needs to be able to answer questions faster than they do.
