You are correct, SaaS solutions are fragmented and small business user needs are very diverse.
I believe that we will see three trends that will address this concern as the market is maturing:
1) Solutions to integrate processes at the applications and data levels
2) Development of packages that include a mix of bets of breed applications with the objective of serving very specific industry needs ( for dentists, lawyers...)
3) Emergence of fully integrated suites for SMBs. Solutions such as NetSuite, BrightPearl, Zoho or WorkETC are already seeing a lot of success at doing this

This list pretty much reinforces the impression I've had, that cloud computing, at least for SMBs and small businesses will involve a few services here and a few services there instead of a complete immersion. Part of it may have to do with the numbers of providers who have different specialties, part with the very diverse needs of the small business community.
