Google will penalize the entire site if there is too much space used to display ads, especially above the fold, so it’s about size not number of ads, Matt Cutts Clarified this in a Google+ hangout!

Great job for Google. Today too much websites have more then enough Ads and that looks really lame. I totally support this new update!

This totally sucks. Now when I land on a new page, the first thing I am looking for is how full is it with ads. It's like having a song stuck in my head.
