Hardly ever does someone keep a job because of the cost review policy, the location of his or her work area or the wall color. The last two points that you have mentioned here are in my opinion the biggest problems for those in leadership positions. I have worked with numerous organisations and I can certainly say that staff performance was impacted.

One such company I know had a HR department that had a 150% turnover rate. only two members of staff had actually stayed on for over a year, and one of them was the manager. Many positions had to be refilled several times within a year. While some do not see this as a major problem - the amount of inefficiency in the office and the costs to the company must have huge.
