In relation to your point yes you are right there are certain contexts that usefully employ open and vague language. Example: politics.
In politics one must use open language in order to appeal to the greatest number of people. Example “I believe in a good education for all our children, vote for me”.
However in order to implement the principle of “a good education” one must first define it.
How can you implement a policy without there being a definition?
This shift from the ‘generalise statement of positive intent’ to ‘The specific declaration of action’ represents the biggest challenge for those people who are tasked with the implementation of policy created by politicians.
