The American Recovery and Reinvestment Act (ARRA), signed into law by President Obama in early 2009, provided a $30 million appropriation to support $50 million in loans and $24 million in technical assistance grants. But the funding appropriated to boost the Microloan program must be disbursed by the end of the fiscal year and there are some Senators with questions about that.
