According to the Google blog, this new feature is only available in the new version of Analytics and has already been turned on for a number of users. For everyone else, it will be activated over the next few weeks. With the obvious instantaneity of today’s digital media, this new minute by minute data is exactly what was needed to keep Google Analytics relevant and competitive. But more importantly, access to real-time analytics will now give users the ability to effectively test, manage and track campaign performances without any uncertainty or lag.

Actually, no the number is not a typo. This is the annual fee I found on several reliable sources such as Wired (http://www.wired.com/wiredenterprise/2011/09/google-analytics-rejigged-for-enteprise/), Mashable (http://mashable.com/2011/09/29/real-time-analytics-google/) and Search Engine Land (http://searchengineland.com/google-analytics-premium-better-support-goodbye-data-sampling-94997).
Although I agree with you that it sounds a little high, this is probably the going rate for in-depth analytics for big businesses.
