Yes - RankNet. Pretty similar machine learning system. The difference is, Microsoft doesn't tout RankNet to be the "USP", while Google (Alphabet) makes a public announcement on RankBrain. Eventually, it's all about marketing and PR :D

It's related, but not directly :) It's the third most significant ranking signals that Google use to rank a website/web page. PageRank still matters, but not on top of the list (fortunately...)
