If you don't live in one of these top cities for entrepreneurs MOVE! Just kidding. Actually, with Internet technology it seems likely just about any place could be a good place for starting your small business venture. Still, this slide show with commentary from Inc.com is an interesting overview of cities that rate highest for successful startups, with a tally of the number of businesses started in each. It is interesting that all the cities are in the US and I'm not sure if the list was limited to this. Also, of course, not all these companies are small businesses and probably a good number were started under the radar in someone's living room without making the list. However, in a sense most companies start small so arguably inclusion on the list still speaks well for the positive business environment in each community.

I think it would be interesting to compile a global list, but I'm not sure what would be involved or how to best go about the task.
Richard,
I'm wondering how many of the companies started in DC are government contractors and subcontractors. On the positive side or negatively, depending upon your political perspective, the US government has a great deal of money to spend, so it may make sense that DC would create an ideal entrepreneurial environment.

The one thing I can say is that there is a very high percentage of French entrepreneurs who move abroad. I did not really understand why until I started my own small business here.
A French entrepreneur of Arab descent who I met at the Paris Twestival earlier this year said it best: "France is a country made on promoting employees. It is an "Employee" country. All French people have an inborn distrust and dislike of all business owners". That was pretty strong language... but it sure does resonate loudly.
And this is the reason why I'm asking myself the question you raise here.
