There are also some rules to consider when trying to figure out whether the work you need done should be completed by a freelancer or full-time employee. Be sure to consult guidelines on freelancing to make sure you're obeying regulations.

Everything just depend about how often do you need your employee or freelancer to work for you. If you need to develop only a small projects then you should hire a freelancer but if you do something much bigger and if you need help much often then is better to hire employee.
