I don't see an ethical issue in reporting a scam to google. Reporting it is for the general good of everyone on the web. If one was repeatedly to only report competitors that scam, the issue is self-serving for the individual reporting it, but everyone (except the scammer) still wins.
Would you agree that reporting a scam that had no bearing at all on your personal business presents no ethical issue?
(I personally wish there were vigilantes making it their main business to help rid the web of its undesirables.)
