*In my case, the hospital CFO knew nothing about IT, but he was over it. I know he didn't, because he was also over my department, and claimed no knowledge there, either, at meetings he attended. He oversaw the budgets, and OK'd projects presented to him. (I never thought this situation was ideal, or even peripherally advisable, for that matter.)

After removing the VP over IT, they installed a "gigaman" that literally hard-wired all the small local hospitals (underground) to the giant, and let go of all in-house IT personnel. All IT personnel were at the hub only, and each hospital had to print their own 'labs' every shift to keep up with changing patient needs. I saw the gigaman wiring at its terminus in our hospital - it was as big around as a man's arm.
