Thinking strategically is a larger concept involving intention, conscious deep thinking about certain things (including your prime directives, values, limitations, etc.), thought about ramifications,etc. In short is a mode of thinking and action. Acting by tactics is a shorter concept, and usually referred to following tactics, recipes, blueprints, without really considering much about their origin, their usage, their limitations etc. At acting by tactics you focused only on results. In my mind, the acting by tactics is a genuine subset of the thinking strategically concept and you can legitimately use it without a problem when you have clarified all of its "pre-requisites" and specific of this tactic(s)."Thinking Strategically - Takis Athanassiou
