Does this imply that they prefer to start all these locations at once or simply that they have an eventual goal to expand to multi-site operations? I would think that starting multiple sites at once would increase risk even with established brands.

The best course of action is to purchase the rights to a geographic area or territory and open one unit at a time on a strategic development schedule. This reduces risk and allows owner control of surrounding region.
