How about the free market taking care of this, instead of using force by the state?
And you could ask the question, will it be any pensions left in a regulated place in the future? Who's paying for what and whom?

I agree with this sentiment, the state have forced this bottleneck of businesses that are now running out of time to apply by failing to educate properly (something I feel happens too often).
