The trouble with this whole scenario is that knowing a market exists before building a product is kind of impossible. You can, of course, believe a market exists. But until you try your brilliant creation on customers you'll never really know. Few products have gone to market with the designers having absolutely no idea that their applications were at least popular. That's why marketing not the market must come first. Marketing done properly hand in hand with development will help discover the market and suit the product for what is needed or desired.
