Does your small business need a bill of rights? A Minnesota legislator has introduced a bill in his state that would help protect small business against "arbitrary or capricious regulation" and would force state agencies to consider a variety of factors when leveling penalties against small businesses. Of course, one man's meat is another's poison and I suspect there'll be many consumer rights and other organizations lining up to oppose this one. It's probably one to watch.
