Bing has already gained significant market share over the past few years and is up to around 17 plus %. Yahoo on the other hand is falling so Google is just staying steady at around 67%. http://searchengineland.com/bing-ends-2013-with-all-time-high-in-us-market-share-but-google-also-up-comscore-181876

I like your take on this and I think it would be wise for SEOs to begin putting a plan in place to reach Bing users. However, I wouldn't deviate too much from the inbound marketing approach which in turn has great natural affects on SEO in general.
